Preserving the safety and stability of manufactured homes is a vital part of making sure all local residents can afford to live in a safe, decent home.

For many homeowners, their physical safety is not the only aspect of their stability at home. In manufactured home communities, park owners ask residents to maintain specific standards of upkeep to their homes. Many homeowners on limited incomes do not have readily available cash or credit to do paint jobs, replace roofs or siding or other exterior repairs upon a written notice from the park owner. A series of notices from park owners causes serious stress on the homeowner, and threatens their stability in the manufactured home park as well as their home. Critical home repairs preserve safety, quality of life, ongoing financial stability, and allow seniors to age with dignity in their existing community.

The Critical Home Repair Program seeks to preserve the safety and stability of homeowners with limited incomes through health and safety-related home repairs. The program is designed to preserve dwindling affordable housing in the Bay Area, help seniors to age-in- place, and serve our nation’s veterans with respect and dignity. Repairs to manufactured homes serve a specifically vulnerable population, as described in the section above. In FY17, HEBSV will complete at least 25 repairs to manufactured homes in the city of Hayward, as part of our Critical Home Repair program. The program may include additional home repairs to manufactured or single family homes in Hayward or the Eden Area as funding allows. The program aims to provide both minor and major repairs to prevent displacement of local residents and preserve existing affordable housing stock. Our objective is to provide a cost-effective, quality repair that will allow the homeowner to stay in the home for over 20 years.
